SPECIAL & AGENDA MEETING – JUNE 25, 2018
The Council of the Township of Monroe met in the Municipal Building, 1 Municipal Plaza, for an Agenda Meeting.
The Agenda Meeting was Called to Order at 7:00 p.m. by Council President Stephen Dalina with a Salute to the Flag.
UPON ROLL CALLby the Township Clerk, Patricia Reid, the following members of Council were present: Councilman Baskin, Councilwoman Miriam Cohen, Councilman Charles Dipierro, Council Vice-President Elizabeth Schneider and Council President Stephen Dalina.
ALSO PRESENT: Mayor Gerald W. Tamburro, Business Administrator Alan M. Weinberg, Township Attorney Joel Shain, Engineer Mark Rasimowicz and Deputy Township Clerk Christine Robbins.
There were approximately six (6) members of the Public present in the audience.

UPON MOTIONmade by Councilwoman Cohen and seconded by Council Vice-President Schneider, the following Resolutions were moved for Adoption under the CONSENT AGENDA as herein below set forth:
R-6-2018-173 RESOLUTION AUTHORIZING AND APPROVING RENEWAL OF
LIQUOR LICENSES FOR THE 2018-2019 LICENSE TERM.
WHEREAS,the Plenary Retail Consumption and Plenary Retail Distribution Applications set forth on the attached listfor licenses heretofore issued by the Township Council of the Township of Monroe, County of Middlesex, State of New Jersey for the licensing year 2018-2019 have been submitted in proper form and no objections have been received in writing or otherwise; and
WHEREAS,the applications submitted for the licenses set forth have been found complete in all respects; and
WHEREAS,the applicants have been found qualified to be licensed according to all standards established by Title 33 of the New Jersey Statutes and regulations promulgated thereunder, as well as pertinent local Ordinances and conditions consistent with Title 33;
NOW, THEREFORE, BE IT RESOLVEDby the Township Council of the Township of Monroe in the County of Middlesex and State of New Jersey that the Liquor Licenses as outlined on the attached list, heretofore issued for the licensing term of 2018 – 2019 be and are hereby renewed for the said licensing term, effective July 1, 2018;
BE IT FURTHER RESOLVED that the Township Clerk is hereby authorized and directed to issue the Club, Plenary Retail Consumption and Plenary Retail Distribution Licenses for the licensing term of 2018 – 2019, effective July 1, 2018.

WHEREAS,pursuant to Resolution R-6-2018-170 dated June 6, 2018, the Township of Monroe entered into an agreement with Tri-State Light & Energy Inc.(TSLE), 855 Sussex Boulevard, Broomall, Pa 19008,for an energy assessment of the Police Department under the 70/30 Direct Install Program administered by the New Jersey Board of Public Utilities (BPU); and
WHEREAS,on June 22, 2018 TSLE submitted its recommendations for making lighting and heating systems in the Police Department more energy efficient in a report attached hereto; and
WHEREAS,the total project cost is $87,064.62 with the BPU providing $60,945.23 and the Township providing $26,119.39; and
WHEREAS,funding for this project is contingent upon the adoption and effective date of Ordinance No. O-6-2018-024; and
WHEREAS,the Township’s Certified Municipal Finance Officer has determined that sufficient funds are available as set forth in Certificate No. C-1800039, a copy of which is attached hereto as Exhibit A;
NOW THEREFORE BE IT RESOLVEDby the Township Council of the Township of Monroe that the Mayor and Township Clerk are authorized to execute the attached Direct Install Program Participation Agreement and Scope of Work Attachment with the BPU approved vendor, Tri-State Light & Energy, Inc., 855 Sussex Boulevard, Broomall, Pennsylvania 19008to install energy efficient improvements in the Police Department under the 70/30 Direct Install Program.

Mayor’s Report – Mayor Tamburro reported that over the last six weeks he has been advocating for additional school funding. He explained that there is a tug of war going on now between three branches of government. In calling the Governor’s Office today he conveyed that we are fighting for our fair share of funding for our schools and that there is over 50% of the population of seniors living in Monroe Township and the State needs to give back their Homestead Rebate. The Governor’s Office asked where we suppose the funding comes from, to which Mayor Tamburro stated, that it is not his job but theirs to figure out.
Council President Dalina thanked the Mayor for his continuing efforts.
Administrator’s Report – No Report.
Engineer’s Report – Engineer Rasimowicz reported that the sanitary force main is being
installed on Spotswood Englishtown Road and they are working towards completion.
PSE&G is also installing a gas main and we are working to get that road reopened as soon
as possible.
Council’s Reports:
Council Vice-President Schneider –
- Attended three Eagle Scout ceremonies and commends them for all of their efforts; she added that she will give a full report at the Regular Meeting.
Councilman Baskin–
- Commended the Mayor for his continued effort to get proper School funding.
- Attended the annual meeting of the Cultural Arts Commission.
Councilman Dipierro–
- Commented that the development on Spotswood Englishtown Road is trying to open up two model units and wanted to know what their target date is; Engineer Rasimowicz answered that they are shooting for the end of June. Councilman Dipierro added that if they are going to open up models being that we have construction going on now is the developer going to pay for the police traffic control; Engineer Rasimowicz answered that the developer is paying the full cost. Councilman Dipierro recommended that when the model homes open we should check the hours and have additional traffic control on the weekend; Engineer Rasimowicz responded that once they do get closer to the corner with the mains being installed if another officer is needed they will get one, again with the full cost being on the developer.

PUBLIC:
Prakash Parab, 33 Dayna Dr.– Mr. Parab questioned what the impact on the schools would be
with 900+ homes being constructed on Perrineville Road. He added that the schools are already
full and asked where these children are supposed to go; Mayor Tamburro replied that 900 homes
will not be built overnight as the project will be spread out with the market driving how fast the
homes will be built. Administrator Weinberg also responded stating that there is a process in the
Township so that the information is shared with the school board. He added that this project is to
comply with the Township’s affordable housing court ordered settlement and not something that
the Township is just electing to do as this was mandated by the court. Mr. Parab asked how many
trees will be cut and what is the plan to replace them; Council President Dalina answered that the
Planning Board will put that into place; Mr. Parab stated that he hopes the Planning Board will
discuss with the Environmental Commission and he thanked the Mayor for his efforts with the fair
share funding for the schools.
Michelle Arminio, 9 Nathaniel St.– Mrs. Arminio asked in regards to O-6-2018-020 if this is to
specifically add a recycling coordinator or multiple positions; Administrator Weinberg answered
that this was just for the recycling coordinator and that salary. Mrs. Arminio asked what the salary
would be and what the qualifications were; Administrator Weinberg responded that the salary
range is from $0-$75,000 and that he did not have the job description in front of him but would
get it from Human Resources if needed. Mrs. Arminio asked if there was someone in mind or will
it be open to the public; Administrator Weinberg answered that he was not sure what “someone in
mind” means but it will be posted on the Township website and open to the public.
Mrs. Arminio asked what the price and address was for O-6-2018-021; Administrator Weinberg
answered that it is for 201 Mounts Mills Road and the price is $850,000.
Mrs. Arminio questioned what kind of vehicle is being purchased under R-7-2018-187; Council
President Dalina answered that it is a Ford F250 pickup; She followed asking if this will take away
money from the Educational Commission; Administrator Weinberg answered that it will not as it
is a purchasing co-op.
Lastly, Mrs. Arminio asked where the funds were coming from regarding R-7-2018-196;
Administrator Weinberg stated that it is from the basin trust fund as there is approximately $1.5
million in that account.
Michael Barnes, MTUD Director – Mr. Barnes stated that this is his last meeting as his
contract with the Township is ending and he will go back to working full-time with Middlesex
Water. He thanked the Mayor and Council for the opportunity stating that he has been honored to
have been a part of the Township. He added that the Township will be in good hands. Mayor
Tamburro stated that the arrangement is that we had a contract with Middlesex Water and with Mike being here from the beginning he took a candy store operation and improved it to where it is today. He further explained that Mike leaving had little to do with him and mostly to do with how
expensive the contract was with Middlesex Water. Council President Dalina added that on behalf
of the Council, Mike has been a valuable asset during the council meetings and he has seen the
enhancements of what he has done, bringing everything up to a professional standard and thanked
him for his service to the Township noting that he will be missed.
