TOWNSHIP OF MONROE COUNCIL MEETING MINUTES 

AGENDA MEETING - OCTOBER 31, 2016

The Council of the Township of Monroe met in the Municipal Building, 1 Municipal Plaza, for a Regular Meeting. 

The Regular Meeting was Called to Order at 7:00 p.m. by Council Vice-President Stephen Dalina with a Salute to the Flag. 

UPON ROLL CALL by the Township Clerk, Patricia Reid, the following members of Council were present: Councilman Blaise Dipierro, Councilman Michael Leibowitz, Councilwoman Elizabeth Schneider and Council Vice-President Stephen Dalina.  

ALSO PRESENT: Mayor Gerald W. Tamburro, Business Administrator Wayne R. Hamilton, Township Attorney Joel L. Shain, Engineer Mark Rasimowicz and Deputy Township Clerk Christine Robbins. 

ABSENT: Council President Leslie Koppel 

There were approximately eight (8) members of the Public present in the audience. 

Council Vice-President Dalina requested the Township Clerk to read the following SUNSHINE LAW into the record:

Mayor’s Report – Mayor Tamburro reported that the Halloween Parade was held Saturday at the Community Center with over 200 children in attendance. It was a great event with apple cider and donuts being served. He added that there is a parade and party being held tonight at the Orchards in their clubhouse and commented that it is nice to have facilities to hold events in a safe environment.  

 

Administrator’s Report – Renewals for dental and medical: was able to negotiate for dental for a 0% increase for a year. Medical started with a 14% increase but was able to negotiate to a 7% increase. 

 

R-11-2016-394: still being reviewed by the attorney, will generate about $33,000. 

 

Waiting on an estimate from Center State to do ADA bathrooms at Daniel P. Ryan field.  

 

 

Engineer’s Report  Engineer Rasimowicz gave a brief update on the Perrineville/Federal Road Improvement Project, stating that a pre-construction meeting is set for Wednesday. He added that he will have a report once a start date has been set.  

 

 

Council’s Reports: 

 

Councilwoman Schneider – Attended the DECA Car Show, ground breaking for Eleanor’s Distributors, Octoberfest and Green Fair. 

November 24th is the annual Thanksgiving dinner at the Senior Center – cost is $10.00.  

Attended the ceremony honoring Dr. Wolf. Her son was very much honored that we still honor her as she has been gone for 15 years.  

Councilman Leibowitz – Reminder to go out to vote on Tuesday; there is a local election in Ward 2.  

Councilman Dipierro – No Report 

Council Vice-President Dalina  No Report 

Council President Koppel – Absent 

 

Public:  

 

Charlie Lerman – 11 Doral Dr. – Expressed his displeasure in seeing the Mayor’s name on a flyer along with Andy Palurri, who is running for a member of the Board of Education. In his opinion, politics should not be involved in the Board of Education. Mayor Tamburro responded that he had nothing to do with the invitation that was distributed and that he did attend the event. Mr. Lerman commented that he should have instead declined.  

 

Gary Busman, 7 Monarch Rd. – Mr. Busman asked about R-11-2016-395; Administrator Hamilton explained that the transfers take money from surplus accounts and move it into accounts that need money.  

 

Harold Kane, Newport Way, Rossmoor – Mr. Kane commented that the Octoberfest was one of the best ones yet. He attended with the American Legion who gave out poppy’s earning them about $500. Money donated goes to making gift packages for the Vets. Suggested that the vendors donate food cards opposed to paying a fee for participating; Council Vice-President Dalina explained that Vendors are not charged to participate; they instead donate money to food banks.  

 

Michele Arminio, 9 Nathaniel St.  Mrs. Arminio had several questions about the following: 

 

R-11-2016-385: Asked if this was for professional services; Administrator Hamilton responded that this was an additional $10,000 needed for the Township Attorney for the ongoing COAH litigation.  

 

R-11-2016-377: Asked what this is and what the cost is; Mike Barnes explained that this is between two developers, one is suing the other one and we are caught in the middle. The cost is $25,000.  

O-11-2016-035: what kind of land development; It is for Chapter 108, clarification of the ordinance having to do with height. 

 

O-11-2016-036: Asked what this is; Engineer Rasimowicz explained that this is for Chapter 108, Section 6.28 regarding affordable housing and COAH. 

 

O-11-2016-037: Asked what this is; Engineer Rasimowicz explained that this is in conjunction with O-11-2016-036; Wayne explained further that this has to do with the zoning changes due to the COAH settlement.
