COUNCIL OF THE TOWNSHIP OF MONROE MINUTES 

REGULAR MEETING  - JANUARY 5, 2015

 The Council of the Township of Monroe met in the Municipal Building, 1 Municipal Plaza, for a Regular Meeting.  

The Regular Meeting was Called to Order at 7:00 p.m. by Council President Gerald W. Tamburro with a Salute to the Flag. 

 

UPON ROLL CALL by the Township Clerk, Sharon Doerfler, the following members of Council were present: Councilman Stephen Dalina, Councilman Michael Leibowitz, Councilwoman Elizabeth Schneider, Council Vice-President Leslie Koppel and Council President Gerald W. Tamburro.  

ALSO PRESENT:  Business Administrator Wayne R. Hamilton, Township Attorney Joel L. Shain and Engineer Mark Rasimowicz. 

ABSENT:  Mayor Richard Pucci 

There were approximately ten (10) members of the Public present in the audience. 

 

Council President Tamburro requested the Township Clerk to read the following SUNSHINE LAW into the record: 

In accordance with the Open Public Meetings Act, it is hereby announced and shall be entered into the Minutes of this meeting that adequate notice of this meeting has been provided by the following: 

1.Posted on January 3, 2014 on the Bulletin Board of the Office of the Township Clerk in the Municipal Building, 1 Municipal Plaza and remains posted at that location for public inspection; 

2.Printed in the HOME NEWS TRIBUNE and CRANBURY PRESS on January 3, 2014;  

3.Posted on the Bulletin Boards within the Municipal Complex;  

4.Posted on the Monroe Township website; and 

5.Sent to those individuals who have requested personal notice. 

 

In accordance with Chapter 3, Section 17 of the Monroe Township Code, Public Comment shall be limited to five (5) minutes unless further time is granted by the Council. 

 

UPON MOTION made by Councilman Leibowitz and seconded by Councilman Dalina, an Ordinance of which the following is the title was introduced on first reading for final passage: ORDINANCE PROVIDING FOR THE ACCEPTANCE OF A DEED OF DRAINAGE EASEMENT UPON A PORTION OF LAND IDENTIFIED ON THE TAX MAP OF THE TOWNSHIP OF MONROE AS LOT 1.03 IN BLOCK 110.

Council President Tamburro advised the Council that Nominations are in order for the appointment of a Member to the South Central Middlesex County Flood Control Commission to fill an unexpired five (5) year term ending December 31, 2015. 

 

Councilwoman Schneider nominated Mark Rasimowicz, seconded by Councilman Dalina. 

 

Council President Tamburro advised the Council that Nominations are in order for the appointment of an Alternate 1 Representative to the South Central Middlesex County Flood Control Commission to serve a one (1) year term ending December 31, 2015. 

 

Councilwoman Schneider nominated Wayne Horbatt, seconded by Councilman Dalina.

Council President Tamburro asked if there were any further Nominations, there being none, he requested a Motion to close the Nominations. 

 

UPON MOTION made by Council Vice-President Koppel and seconded by Councilman Leibowitz, Nominations for the appointment of Member and Alternate 1 Representative to the South Central Middlesex County Flood Control Commission were Closed.

COUNCIL REPORTS:  

 

Councilman Leibowitz wished everyone a productive and healthy 2015. 

 

Councilman Dalina – wished a Happy New Year to All 

 

Councilwoman Schneider wished everyone a Happy New Year and stated that she has found her first year as a Councilwoman to have been very interesting and exciting. 

 

Council Vice-President Koppel commented that she has an Invitation to Volunteer Fire Co. #1 Installation Dinner and will be unable to attend. 

 

Council President Tamburro repeated the wishes for a Happy & Healthy New Year to all and reiterated what a great day “Grandparents Day” was and all the great feedback he has received about the event.

Public: 

Gary Busman, 7 Monarch Rd. - Stonebridge – thanked the Council for item #6 on the Agenda  The Acceptance of Deed of Dedication from Block 6 Lot 37, Inc., given to the Township by the Verde Group and which will be used by the municipality as a “Community Garden”.  A Group called the “Friends of the Monroe Community Garden” has been formed and will meet at the Senior Center on Thursday, March 5th at 7pm.  They will have information on the site plan, which includes how the plots will be divided and what the fees will be Notice will be put up on Channel 28. 

 

Hy Grossman, 15 Doral Dr. – stated he was driving West on Route 522 towards the Regency @ Monroe – at the intersection of Route 613 it is very dark.  He missed the turn as the Route 613 sign has disappeared.  Administrator Hamilton advised it will be looked into. 

Mr. Grossman further advised that it has been brought to his attention that we are the only municipality in the State that receives no promotions from Comcast.  Administrator Hamilton stated he will follow-up with his contact at Comcast on matter.
