MONROE TOWNSHIP AFFORDABLE HOUSING BOARD MEETING 

MINUTES

WEDNESDAY, July 9, 2025 @ 6:30PM

The Township of Monroe Affordable Housing Board met in the Municipal Building, 1 Municipal Plaza, for a meeting.

The meeting was called to order at 6:30 p.m. by Vice-Chairman Randy Beverly with a Salute to the Flag.

Vice-Chairman Randy Beverly requested the Board Attorney to read the following SUNSHINE LAW:

In accordance with the Open Public Meeting Act, it is hereby announced and shall be entered into the Minutes of this meeting that adequate notice of this meeting has been provided by the following:

  1. Posted on the Bulletin Board of the Office of the Township Clerk;
  2. Posted on the Bulletin Boards within the Municipal Complex;
  3. Printed in the Home News Tribune on December 27, 2024; and
  4. Posted on the Monroe Township website

UPON ROLL CALL the following members of the Board were present: Vice-Chairman Randy Beverly, Board Members Hemant Patel, Andrea Pellezzi, Alternate I Member Arnold Riback & Alternate II Milind Desai

ALSO PRESENT: Christopher A. Zingaro, Esq. from Rainone, Coughlin, Minchello, LLC, Board Engineer Mark Rasimowicz, Affordable Housing Secretary Jeffrey Mogila & Affordable Housing Coordinator Tanya Pannucci.

ABSENT: Chairwoman Miriam Cohen, Board Member Richard Lans & Board Planner Malvika Apte,

 

Vice-Chairman Randy Beverly confirmed that there is a five (5) minute standing rule that applies for the public portion of the meeting.

Appointment of Board Attorney – Kelly Carey, Esq.

UPON MOTION made by Alternate I Arnold Riback and seconded by Board Member Andrea Pellezi, the Appointment of Kelly Carey, Esq. was approved.

Approval of Minutes: MTAHB Meeting – April 9, 2025

UPON MOTION made by Board Member Andrea Pellezi and seconded by Alternate I Arnold Riback, the Approval of Minutes: MTAHB Meeting – April 9, 2025 was approved.

Board Attorney’s Report, Kelly Carey, Esq.:

  • Board Attorney Kelly Carey met with Affordable Housing Coordinator Tanya Pannucci and Board Secretary Jeffrey Mogila for an introduction the previous week. Carey gave a brief background working for municipalities in NJ and will provide constant updates on affordable housing.

 

Board Planner’s Report, Malvika Apte – No Report.

 

Board Engineer’s Report, Mark Rasimowicz, Centerstate Engineering:

  • Rasimowicz stated that (2) rehabilitations are finishing up and that (1) will be coming up soon.

 

Christopher D. Zingaro, Esq. from Rainone, Coughlin, Minchello, LLC – Round 4 A.H. Update:

  • Attorney Zingaro gave a brief update on the Township’s responsibilities in fulfilling the required Round 4 affordable housing obligations. He explained the Township’s Housing Element and Fair Share Plan was adopted by the Township’s Planning Board on June 26, 2025 and endorsed by a Resolution of the Township Council on June 30, 2025. He reminded all that the Township’s Round 4 obligation is to provide zoning for 460 affordable housing units, 345 of which are provided by the plan approved and endorsed by both the Planning Board and Township Council and the other 115 provided from bonus credits received from projects such as Valor Poine, Cranbury Care Center, Roclene Manor and two new 100% municipally sponsored projects and a development being built by JSM located on Applegarth Road which will have a 30% set aside which is hugely beneficial towards meeting our obligation.
