Monroe Township to Launch an Extensive Energy Savings Project to Offset Municipal Facility Electricity Use

Taxpayer Savings Estimated at $21.7 Million Over 20 Years

MONROE TOWNSHIP, N.J. – October 21, 2025 – Monroe Township officials are launching a green energy upgrade to modernize municipal facilities and greatly reduce energy costs, while enhancing public spaces. Through this Energy Savings Improvement Program (ESIP), in partnership with Schneider Electric, work is set to begin in the first quarter of next year.

The ESIP program is projected to generate more than $21.7 million in savings and revenue over 20 years. The savings generated pays for the Township’s upgrades and provides funding for additional energy-efficient projects at no cost to the taxpayers. It is expected to reduce greenhouse gas emissions from municipal operations by 55% and offset up to 89% of the Township’s current municipal electricity usage through on-site solar generation.

“This initiative reflects our commitment to responsible planning and long-term sustainability,” said Mayor Stephen Dalina. “I would like to thank Schneider Electric along with our dedicated Township staff for working toward a project that will benefit our residents, lower utility costs in our municipal budget, and support a sustainable community.”

Township officials note the project meshes with the 2022 Township Master Plan, providing measurable environmental and financial benefits while strengthening the community’s infrastructure.

The program provides significant savings toward energy costs.

For example, the plan calls for solar carports to be installed at the Monroe Library on Municipal Plaza and the DPW Yard on Gravel Hill-Spotswood Road, along with rooftop solar systems on municipal buildings. The work plan also includes a floating solar array installed on a pond at the Monroe Township Utilities Department on Union Valley Road—an energy-saving system that has been implemented in other New Jersey municipalities.

To optimize energy use, the project also includes new LED sports field lighting at three softball fields, reducing energy use by 57% while improving visibility and eliminating noisy fixtures. The plan also includes interior and exterior LED lighting retrofits, HVAC upgrades (such as rooftop unit replacements), insulation and weatherstripping upgrades, and new building automation systems.

Together, through on-site power generation and remote new metering, Monroe’s municipal electricity costs should be greatly reduced over the long term, Mayor Dalina said.

“In the absence of these upgrades, Monroe Township would potentially face $25-32 Million in electricity and natural gas costs over the next 20 years,” Mayor Dalina said. “By focusing now on solar generation and energy efficiency upgrades, the Township is proactively hedging against future rate volatility.”
