PLANNING BOARD MINUTES

MINUTES OF REGULAR MEETING

February 28, 2019

Meeting called to order at 7:00 P.M. by Chairman David Rothman who led the salute to the Flag.

Chairman David Rothman read the Sunshine Law as follows: In accordance with the Open Public Meetings Act, it is hereby announced and shall be entered into the minutes of this meeting that adequate notice of this meeting has been provided by the following:

Posted on the Bulletin Board of the Office of the Township Clerk;

Posted on the Bulletin Boards within the Municipal Complex;                   

Printed in the Home News Tribune and Cranbury Press on January 4, 2019;                   

Posted on the Monroe Township website; and                                   

Sent to those individuals who have requested personal notice.

MEMBERS PRESENT:     Chairman David Rothman, Vice Chairman Terence Van Dzura,  Mr. Andy Paluri, Mrs. Karen Polidoro, Mr. Louis Caron, Mr. Wayne Horbatt, Ms. Roslyn Brodsky, Alternate #2 Mr. Jay Brown, Councilwoman Elizabeth Schneider and Mayor Gerald Tamburro.  Also present for the Board were Attorney Jerome Convery, Planner Mark Remsa, and Engineer Mark Rasimowicz.

MEMBERS ABSENT:        Alternate #1 Mr. Norman Olinsky.

           

A motion to approve the January 24, 2019 Minutes made by Mr. Wayne Horbatt and seconded by Mr. Terence Van Dzura and passed unanimously by all members present.

PB-1207-18                          Maria Celeste Adelino and Fernando Adelino; Request for Minor Subdivision with Bulk Variances; Block 109.01, Lots 18, 19 & 20; Located on Garibaldi Avenue in the R-60 (Residential) Zone

Applicant requested to be carried to the March 28, 2019 meeting without additional notice.

 

PB-1213-18          Countryside Developers, Inc.; Request for Final Major Subdivision and Final Site Plan; Block 36, Lots 1.09, 3, 6, 9.01, 9.02 & 11.01; Located on Spotswood Englishtown Road in the R-ARAF (Residential – Age Restricted Affordable Housing) Zone

Represented by Mr. Richard Hoff who stated this application is seeking final approval this evening.  We have obtained preliminary approval last year and have submitted for resolution compliance.  There are no changes from preliminary approval.  The property is located along Spotswood Englishtown Road, commonly known as block 36 and lots 1.09, 3, 6, 9.01, 9.02 and 11.01 in the residential – age restricted affordable housing zone of the Township.

Mr. Terry Sherman, representative of Countryside was sworn in.

Mr. Mark Zelina, applicant’s Engineer, stated that the property is approximately 135 acres and 67 are developable and the balance of 68 acres will be deeded to the Township.  The property was a soil mine previously.  It is located along Spotswood Englishtown Road across from the water tower.  We have complied with all preliminary approval requirements and are seeking final approval.  We agree to all conditions of the planners report and agree to the engineers report with the exception of #9, #10 and #18.  We propose 267 dwelling units (213 townhomes, 53 affordable age restricted apartments and 1 managers unit).

Mr. Andy Paluri questioned the property.  (Mr. Zelina pointed where it was.)

Mr. Karen Polidoro asked if landscaping plans were submitted.  (Yes.)

Mr. Jay Brown asked if sidewalk will be installed throughout the development.  (Yes.)  Also what are the recreational uses intended and any students.

Mr. Sherman stated it is just a multi-purpose field, not equipment.

Mayor Gerald Tamburro stated this is an age targeted development.

Mr. Jerry Convery informed the board there are certain criteria needs for an age targeted development.

Mr. Andy Paluri stated the curb to pump station is lacking, needs to be addressed further.  Also, age targeted, students will be here in this development.

PUBLIC:

Mr. Rotella, 721 Spotswood Englishtown Road, I am concerned about my livestock.  I am directly affected by this developer.  I breed thoroughbred horses and fear of chemicals harming my animals.

Ms. Vineciano, also at 721 Spotswood Englishtown Road, questioned what protection they have as land owners. 

Mr. Jerome Convery stated that if something was to happened, you would need to take legal action against them or the association in charge of the development.

Ms. Debra Palela, 15 Louise Lane, stated that the schools cannot handle more students.  You are here approving age targeted, but we all know students will be there.

Mr. Hye Grossman, Doral Drive, asked the price range.

Mr. Terry Sherman stated low $500’s.

Ms. Michelle Arminio, Nathaniel Road, stated she has a major concern with age targeted and that we had that over near Forsgate and there are more buses there than most developments.  Age targeted does not mean anything.  We need to be concerned with the schools at capacity.

Mr. Mark Rasimowicz, Board Engineer, has no objections subject to applicant’s compliance with report dated February 18, 2019.

Mr. Mark Remsa, Board Planner, has no objections subject to applicant’s compliance with report dated February 15, 2019.

Motion to approve made by Mr. Terence Van Dzura and seconded by Mr. Lou Caron and passed with Mr. Andy Paluri and Mr. Wayne Horbatt voting no.

MEMORIALIZATION

PB-1210-18         XXXIII Associates / Riverside Center, LLC, a motion to approve made by Mr. Andy Paluri and seconded by Mr. Wayne Horbatt and passed unanimously by all members of the Board present.

 

 

PUBLIC PORTION

Mr. Thomas Papasso stated he is concerned in general about 2 bedroom townhomes in the Township.

Mr. Fred Quinto stated he chose Monroe over several surrounding towns and feels he will not be able to afford living here and thinks he chose the wrong Town for his family.

Mr. Michael Olinsky is concerned with development in the Town and the burden on schools also.

 

A motion to adjourn at 8:45 p.m. made by Mr. Andy Paluri and seconded by Councilwoman Betty Schneider and passed unanimously by all members of the Board present.
