MINUTES OF REGULAR MEETING

August 27, 2020

Meeting called to order at 7:00 P. M. via Zoom (Web-meeting access information https://us02web.zoom.us/j/83006577062  Phone #1-312-626-6799 or 1-929-205-6099; Meeting ID 830 0657 7062 by Chairman Terence Van Dzura who led the salute to the Flag.

Chairman Terence Van Dzura read the Sunshine Law as follows: In accordance with the Open Public Meetings Act, it is hereby announced and shall be entered into the minutes of this meeting that adequate notice of this meeting has been provided by the following:

MEMBERS PRESENT:      Chairman Terence Van Dzura, Mr. David Rothman, Mr. Andy Paluri, Mrs. Karen Polidoro, Mr. Wayne Horbatt, Ms. Roslyn Brodsky, Alternate #2 Mr. John Riggs, Councilwoman Elizabeth Schneider and Mayor Gerald Tamburro.  Also present for the Board were Attorney Jerome Convery, Planner Mark Remsa, Engineer Mark Rasimowicz and Director of Planning Mr. Joe Stroin.

MEMBERS ABSENT:        Alternate #1 Mr. Norman Olinsky.

Motion to appoint Mr. John Riggs as Planning Board Vice-Chairman made by Mr. Wayne Horbatt and seconded by Mrs. Roslyn Brodsky and passed unanimously by all members present. (Nominations closed.)  A motion to approve the July 23, 2020 Minutes made by Mr. Andy Paluri and seconded by Mr. David Rothman and passed with Mr. John Riggs abstaining.

PB-1224-20                        US Home Corporation d/b/a Lennar; Request for Final Major Subdivision Phase 2.0; Block 81.01 / 81.02 / 81.03 / 81.04 / 81.08 / 81.09 / 81.12, Lots 80 / 32 / 30 / 29 & 30 / 119 & 120 / 50 & 51 / 29; Located at South River Cranbury Road & Docks Corner Road & Rhode Hall Road, in the PRC-2 (Planned Retirement Community) Zone

Represented by Mr. Bob Smith who stated Applicant agrees to and shall comply with any and all conditions of approval contained in the General Development Plan Approval Resolution approved on February 26, 2015 and memorialized on March 26, 2015 under file #PB-1158-14 and Applicant agrees to and shall comply with any and all conditions of approval contained in the Preliminary Major Subdivision with Bulk Variances, Final Subdivision for Phase One, and Preliminary and Final Site Plan Approval Resolution approved on August 24, 2017 and memorialized on September 28, 2017 under file #PB-1184-16.  We are seeking Final Major Subdivision Approval for Phase 2 of an approved age-restricted development.  Phase 2 consists of 179 dwelling units of which 145 are detached and 34 are attached.  A total of 183 lots are proposed of which 179 are for dwelling units and 4 are for open space including stormwater management.

Mr. Sharif Aly, Applicant’s Engineer stated the existing site is located in the northwestern portion of Monroe Township.  It is bounded by Cranbury-South River Road (CR 535) to the west, Browns Corner Road (CR 522) to the north and Docks Corner Road (CR 698) to the south. CR 535 serves as the approximate municipal boundary shared with South Brunswick.  In South Brunswick are light industrial uses.  Farther south in Monroe are light industrial uses.  North of the site is an open agricultural field.  Farther east are residential uses.  The site is located in the PRC-2 Planned Retirement Community zoning district.  The present site, which is Phase 2, is part of an approved 587- unit age-restricted development that has been cleared and has Phase One (158 units) under construction.  We agree to all conditions of the Board’s Professional reports.

Mr. Mark Rasimowicz, Board Engineer, has no objections subject to applicant’s compliance with report dated March 8, 2020.

Mr. Mark Remsa, Board Planner, has no objections subject to applicant’s compliance with report dated August 12, 2020.

Motion to approve made by Mr. Andy Paluri and seconded by Ms. Karen Polidoro and passed with Mr. John Riggs abstaining.

PB-1223-19                        Hometech Homes, LLC; Request for Final Major Subdivision; Block 109.016, Lots 4.01 & 5.01; Located on Rossini Street in the R-30 (Residential) Zone

Represented by Mr. Jared Pape who stated the applicant received Preliminary Major Site Plan approval under PB#1187-16, which was memorialized on March 23, 2017, for a detached single-family dwelling and to construct Rossini Street with a width of 24 feet to a point about 20 feet beyond the proposed driveway at the southwestern corner of the site.  The street extension will terminate with a barricade.  The plans show Rossini Street renamed as Siena Place, which must be approved by Township Council.  We are seeking Final approval tonight and agree to all conditions in previous resolutions and all Board Professionals Reports.

Mr. Sharif Aly, Applicant’s Engineer stated the existing site, which is rectangular and contains 30,000 square feet, is located in the central portion of Monroe Township.  It is located along the eastern side of Rossini Street, which is a paper street, about 312 feet north of its intersection with Brandon Avenue.  The site is vacant and partially wooded.  It is zoned R-30 Residential.  The neighborhood consists of detached single-family homes and vacant lots.

Mr. David Rothman asked why not name it Rossini Street instead of the new street name.

Mr. Sharif Aly stated because there is already a Rossini Street in Monroe Township on the other side of Town and due to 911, cannot have that street name.

Public:

Ms. Michelle Arminio asked if the road is opening will there be more building and who will maintain the road.

Mr. Sharif Aly stated the roadway will be dedicated to the Township and they will maintain it.  We are proposing this house, I do not know for future.  We are seeking building of one home under this application.

Mr. Mark Remsa, Board Planner, has no objections subject to applicant’s compliance with report dated December 15, 2020.

Motion to approve made by Ms. Roslyn Brodsky and seconded by Mr. David Rothman and passed with Mr. John Riggs abstaining. 

MEMORIALIZATION

PB-1221-19             JSM at Celebrations Monroe Section 2, LLC, a motion to approve made by Mr. David Rothman and seconded by Ms. Karen Polidoro and passed unanimously by all members of the Board present.

A motion to adjourn at 10:25 p.m. made by Mr. Andy Paluri and seconded by Councilwoman Betty Schneider and passed unanimously by all members of the Board present.
