Kevin McGowan Appointed As Monroe Township Business Administrator

At town hall, the day-to-day operations of municipal government are overseen by our business administrator. This professional serves as my right arm, making sure the wishes of the Mayor and Council are implemented through all the departments.

In recent years, that important role was held by Alan Weinberg. He has decided to move on to work in a leadership position for Middlesex County. Alan is a dear friend and an excellent public servant; I wish him all the best.

Alan informed me a few months ago that he was exploring other career opportunities. That gave us ample time to identify an appropriate replacement who already understands the internal operations of the Township and can fill the position seamlessly.

In April, I was proud to announce the promotion of Kevin McGowan to serve as our next Business Administrator. He is perfectly suited for the job, as he served as our Assistant Business Administrator since January 3, 2022. We are fortunate to have a pipeline of talented individuals who are well prepared and eager to take on new responsibilities.

In preparing for his new role, Kevin spent countless hours working alongside Alan, the municipal department heads and me to be fully prepared for this major responsibility in town hall. I am tremendously pleased to see how easily this transition has progressed.

Kevin plays an integral part in all public meetings of the Mayor and Council. He is front-facing to the community, as well. So let me take a few minutes to introduce you to him.

Kevin, who lives in Spotswood with his wife, Chelsea, and their three children, joined the Township of Monroe in February 2020 as the Regulatory Affairs Manager for our utility department. After being named Assistant Business Administrator in 2022, Kevin also took on the role of Director of Planning and Zoning in 2024.

Before joining Monroe, he worked as an attorney in both government and private practice. Kevin served as a Deputy Attorney General, in the New Jersey Attorney General’s Office, investigating and litigating health care fraud and insurance fraud cases, and served as General Counsel for the New Jersey Real Estate Commission.

During his time in private practice, Kevin handled land use matters and insurance litigation.

He graduated with a bachelor’s degree from Rutgers University, and a law degree from Seton Hall Law School.
