The meeting of the Monroe Township Library Board of Trustees was called to order at 6:34 p.m. by Ben Baum, President of the Library Board of Trustees.

Ben thanked Lisa Chen for presiding over the September and October meetings.

STATEMENT OF COMPLIANCE

It was noted that this meeting was in compliance with the Open Public Meetings Act.

REPORT ON ABOS CONFERENCE

Kelly Palombit and Lynnette Fucci talked about their experience attending the Association of Bookmobile and Outreach Services (ABOS) conference in October. While in attendance, Kelly and Lynnette presented a program on our Library’s Bundles of Joy program, which delivers library materials to families who have recently welcomed a new child to their home. Fifteen families have used the service since its launch in April 2023.

Kelly and Lynnette both enjoyed how passionate all the other conference attendees are about outreach. Both have new ideas for future initiatives and enhancements to what our Library already offers. Kelly is working with Outreach department and other library staff to develop a long-term plan for mobile technology and offering programs through the Bookmobile.

MINUTES OF THE OCTOBER 15, 2024 MEETING

The minutes from the October 15, 2024, meeting were presented.

Marilyn Gonyo moved that the minutes of the October 15, 2024 meeting be approved as presented. Bob Isaacs seconded. All in attendance were in favor. The motion passed.

DIRECTOR’S REPORT

Leah Wagner noted that it was wonderful to be able to send two staff members to conferences, like the Association of Bookmobile and Outreach Services.

Leah noted that the Direct Install program is back on. The lighting portion should be scheduled to start early in the new year. The fixtures and lights will be updated/upgraded to LED. The HVAC units are expected towards the end of February or beginning of March. The cost will be paid back over the course of five years.

Leah mentioned that the Library is part of the Monroe Township’s cyber security insurance. To be compliant, there are a number of tasks and security measures that need to be put in place.

Leah informed the Board that she will have copies of the 2023 Audit at the next meeting. She has received a digital copy, but the print reports have not yet arrived.

ASSISTANT DIRECTOR’S REPORT

There was no Assistant Director’s report.

FINANCIAL REPORT

Leah Wagner discussed the November financial reports. She noted year-end transfers will be presented at the December meeting.

COMMITTEE REPORTS

There were no committee reports.

TOWNSHIP COUNCIL REPORT

Marilyn Gonyo wished the Board members a Happy Thanksgiving on behalf of Mayor Dalina.

FRIENDS OF THE LIBRARY

Marilyn Gonyo gave the Friends of the Library report:

The Friends of the Library continue to work for the good of the Library. They held the Annual Membership Tea on October 16th. The attendance was good, the program was well received, and planning for the 2025 annual event has begun.

Membership continues to grow, and the FOL continues with usual planned activities and events and offering the museum passes. The Friends showcased their contributions and work in the two exhibit cases during the month of October, and both cases looked great.

The Friends will have a presence at the Harvest Market later this month and are busy preparing for our Winter Book Sale – Books and Bling -- which is scheduled for December 13 and 14 with a preview sale on the evening of the 12th. Please stop by to support the Friends or just to say hi.

MONROE TOWNSHIP SCHOOL ADMINISTRATOR

Kelly Roselle shared that the new district website will be live on Wednesday, November 20. She shared kudos for Eliot Feldman and the entire IT department for all their work on the new website.

Kelly noted that it is near the end of the first marking period and winter concerts will be occurring soon.

STUDENT REPRESENTATIVE

Jannat Zaanoun reported on upcoming events. She mentioned that the Girls Soccer team won the championship for the first time since 1992. Other upcoming events include a theater performance and fundraising events for some of the honor societies.

FOUNDATION

The Jewelry Show was on November 10. There were 20 vendors and approximately 400 people attended.

The next Foundation meeting will be on January 7, 2025.

UNFINISHED BUSINESS

The Board of Trustees revisited the Local Author Collection/ Materials Selection policy. Leah worked with Marilyn to incorporate the feedback from the discussion at the October meeting. Lisa Chen noted a few typographical and formatting corrections.

Marilyn Gonyo made a motion to accept the Local Author Collection Policy as discussed. Lisa Chen seconded the motion. All were in favor

NEW BUSINESS

Leah Wagner informed the Board that a member of Library staff is out on extended sick leave. She will probably return near the end of December.

Bob Isaacs made a motion to approve the extended sick leave. Lisa Chen seconded the motion. All were in favor.

Leah presented the 2025 Budget and Plan of Service. She reminded the Board that the Plan of Service is like a road map. Sometimes things remain on the plan for multiple years as staff work towards a goal. Leah highlighted the pick-up lockers, updates to the A/V in the meeting room, program room, conference room and activity room, and additional staffing wishes.

The budget has a new column to reflect the difference between the current year’s approved budget and amended budget. This will allow for the Board to see how the budget evolves, including the increase to Township reimbursement and any year-end transfers between budget lines. Leah also noted that there is an additional line to reflect the Direct Install program, which will be paid from Library reserves. Leah will revise the budget based on the discussion and the Board will vote at a later meeting.

Leah asked the Board to approve a Staff Development Day in January for staff to complete the training required for compliance with the Municipal Joint Insurance Fund (JIF) cyber security insurance. Possible dates are January 29 or January 31. The Library would be closed to the public in the morning and open at 1:00 p.m.

Anne Corey made a motion to approve a staff development day in January, with the specific date to be determined, for the Library to open to the public at 1:00 p.m. Bob Isaacs seconded the motion. All were in favor.

ACTION ON BILLS

Anne Corey moved the payment of the November bills with checks #19066 - 19104 in the amount of $242,107.58. Bernadette Yannacci seconded. All were in favor. The motion passed.

OTHER

Leah Wagner reminded the Board about the Holiday Breakfast on December 13.

The next meeting of the Monroe Township Library Board of Trustees is scheduled for Tuesday, December 17 at 6:30 p.m.

ADJOURNMENT

There being no other business, Bob Isaacs moved to adjourn the meeting. The meeting adjourned at 7:56 p.m.

The meeting of the Monroe Township Library Board of Trustees was called to order at 6:32 p.m. by Lisa Chen, Vice President of the Library Board of Trustees.

STATEMENT OF COMPLIANCE

It was noted that this meeting was in compliance with the Open Public Meetings Act.

MINUTES OF THE SEPTEMBER 17, 2024 MEETING

The minutes from the September 17, 2024, meeting were presented.

Anne Corey asked that the following additional notes be added to the Comments from the Auditor: “In response to questions raised in earlier correspondence and during the meeting, Mr. Stankiewicz clarified that the various bond names in the audit reports (Public Officer Liability and Crime, Faithful Performance Bond, Surety Bond, and Public Employees Blanket Bond) do not represent four different bonds each with $1 million of coverage but are different names for one bond with $1 million of coverage.”

Bob Isaacs moved that the minutes of the September 17, 2024 meeting be approved as amended. Bernadette Yannacci seconded. All in attendance were in favor. The motion passed.

DIRECTOR’S REPORT

The last Farmers Market of 2024 was on September 26. It was a successful summer with an average of 700 people attending each week. Everyone is looking forward to the Harvest Market which will be on Tuesday, November 26 from 11:00 am-3:00 pm.

In the September Director’s Report, Leah mentioned that the lighting component for the Direct Install program would begin the week of September 23.  Unfortunately, when the representative from Willdan Energy Solutions came to inspect the lighting, he reported that the majority of lights to be replaced were LED and did not qualify. A meeting with the inspector and Department of Public Works staff will be scheduled to clarify this issue. The HVAC component is still on schedule and will be completed in the spring.

To celebrate National Friends of the Library week October 20-26 and to celebrate all that the Friends have done for the Monroe Library, Mayor Dalina presented the Friends with a proclamation at the October 7 Council meeting. A copy of the proclamation text is included in the packet. Congratulations to Francine Kitts and the Friends of the Library.

A number of policy revisions, mentioned in Leah’s report, will be discussed later in the meeting.

Library staff met with the Executive Director of LiteracyNJ on October 4 to discuss the Library’s participation in the program. There are currently three tutors that are available to hold small group classes at the Monroe Library.  Once dates and times are selected, advertisement of the sessions will begin.  All interested students are to contact the LIteracyNJ office to register and will be notified when the classes are to begin.

Tania Schiavone the Library’s Senor Library Administrative Assistant will be on medical leave beginning October 21 to the middle of December.

The Library received its annual State Aid funds.  This year the total received was $26,223.00. This will be recorded as income in next month’s financial report.

Leah also mentioned that Lori Olah, the new Township CFO, has sent the remaining information needed to the auditor so the 2023 Audit should be available soon.

ASSISTANT DIRECTOR’S REPORT

Karen Klapperstuck created a new “team” in the Library’s Microsoft365 software for the Board of Trustees. Library staff will maintain this team and email list so that it is always current and includes the designated alternates and representatives to the Board. In the future, this may be a way to distribute the Board packet electronically to be more sustainable.

The Library is excited to introduce Library Chef which offers patrons the chance to enhance kitchen skills with expert-led classes from the comfort of home.

Staff has been working to become more familiar with VEGA Program, the software that we will use to book the study rooms and for an event calendar. The study room portion will be available for patrons to make study room reservations on November 1.  The event calendar will be rolled out to the public in January. Staff are creating templates and moving events already scheduled to the new calendar part of the software. While there are significant changes, overall staff are excited about the capabilities of the new program.

FINANCIAL REPORT

Leah Wagner discussed the October financial reports. She noted that everything looks good, with only a few budget lines close to the budgeted amount.

COMMITTEE REPORTS

TOWNSHIP COUNCIL REPORT

Marilyn Gonyo reported on items from Mayor Dalina.

The Mayor would like the Trustees to be aware of the following upcoming events:

  • The Annual Octoberfest to be held at the Community Center on Sunday, October 20 from 12pm to 4pm.
  • The Monroe Township Diwali Celebration to be held on Sunday, October 27 from 4pm to 7pm.

FRIENDS OF THE LIBRARY

Marilyn Gonyo gave the Friends of the Library report:

The Friends have been very busy. Their most exciting experience was receiving a proclamation from the Mayor. On October 7, many of the FOL executive board members gathered to hear Leah read the proclamation and to receive the proclamation from Council President Miriam Cohen. The Friends are so honored and proud to be recognized for their volunteerism. Thank you, Leah, for this special recognition.

The Annual Membership Tea is tomorrow with approximately 80 folks registered to attend. There will be a special musical program and yummy desserts planned for FOL members, for it is thanks to them and their donations and support that make all that the Friends do possible.

The Friends had a presence each week at the Farmer’s Market and via donations for books, raised over $1000. They also will have a presence at the Harvest Market on November 26th and are busy planning our big book sale scheduled for December 13 and 14.

The Friends most recent purchase for the Library is a sublimation printer and mug press which will be a very exciting addition to Studio M.

MONROE TOWNSHIP SCHOOL ADMINISTRATOR

Kelly Roselle shared that the School Budget presentation was held on September 25 for the 2025-2026 Fiscal Year. Parent-Teacher Conferences are underway for all grade levels and will be completed by the beginning of November.

STUDENT REPRESENTATIVE

Jannat Zaanoun reported on upcoming events. She mentioned that the Freshmen, Sophomores and Juniors will be taking the PSAT on October 14 which is also the Senior Sunrise. The Monroe Township History Night is scheduled for October 17. And Haunted High School will take place on October 23.

FOUNDATION

The Foundation met on October 10. While there was not a quorum present, it was a good meeting for planning. The Jewelry Show is scheduled for November 10, and they are currently seeking volunteers for that day. Those in attendance also discussed the next golf outing and the possible funding of an audioloop system.

Leah Wagner asked the Foundation if they would consider taking over the financial responsibility of the gardens on the Library grounds.

The next meeting will be on January 9.

UNFINISHED BUSINESS

The Board of Trustees revisited the Tuition Reimbursement Policy discussed at the September meeting. Leah made a number of suggestions for clarification regarding the word choice of course, class, program and the reference to GPA vs a letter grade of B. The timing of when an employee can apply for reimbursement was also addressed.

Marilyn Gonyo made a motion to accept the revisions to the Tuition Reimbursement Policy as discussed. Bernadette Yannacci seconded the motion. All were in favor

NEW BUSINESS

The revised Study Room Policy was presented to the Board. The Board had discussion about the changes needed to accommodate the new booking platform.

The proposed Library Closing Dates for 2025 were presented.

The proposed 2025 Board Meeting Dates were presented. The Board discussed whether to continue taking a hiatus in both July and August.

Lisa Chen moved to approve the list of proposed Board Meeting Dates for 2025 with the addition of a meeting on July 15, 2025. Bernadette Yannacci seconded the motion. All were in favor.

Leah Wagner asked the Board to approve opening the Library at 10:00am on Friday, December 13, 2024, for the Staff Holiday Breakfast.

Leah informed the Board that Trustee Chris Ryan has reached out to request a leave of absence from the Board while he is working out of the area. He requested leave through January.

As suggested by Auditor Gerry Stankiewicz, the Board passed a resolution to appoint Jennifer Slavicek as the Library’s QPA (Qualified Purchasing Agent).

Whereas the Monroe Township Public Library contends that it would be beneficial to appoint Jennifer Slavicek as purchasing agent to perform purchasing related services, and

Whereas Jennifer Slavicek does possess a Qualified Purchasing Agent Certification issued by the State of New Jersey Department of Community Affairs, Division of Local Government Services,

Now, therefore, be it resolved that the Monroe Township Public Library Board of Trustees does agree to appoint Jennifer Slavicek, certification # Q-2030, as the Qualified Purchasing Agent for the Monroe Township Public Library effective October 15, 2024.

Bob Isaacs made a motion to pass the resolution. Bernadette Yannacci seconded the motion. All were in favor.

ACTION ON BILLS

Anne Corey moved the payment of the October bills with checks #19036- 19065 in the amount of $562,718.16. Bernadette Yannacci seconded. All were in favor. The motion passed.

OTHER

Leah Wagner asked the Board members to review the Local Author Collection policy that was included in the Board packet. She asked that questions or comments be sent to her which she would then share with the Policy Committee.

The next meeting of the Monroe Township Library Board of Trustees is scheduled for Tuesday, November 19 at 6:30 p.m.

The meeting of the Monroe Township Library Board of Trustees was called to order at 6:32 p.m. by Lisa Chen, Vice President of the Library Board of Trustees.

STATEMENT OF COMPLIANCE

COMMENTS FROM THE AUDITOR

Gerard Stankiewicz of Samuel Klein & Company discussed questions that the Board had regarding the 2022 Audit. Mr. Stankiewicz noted that a number of the questions were not financial questions but answered to the best of his knowledge. In response to questions raised in earlier correspondence and during the meeting, Mr. Stankiewicz clarified that the various bond names in the audit reports (Public Officer Liability and Crime, Faithful Performance Bond, Surety Bond, and Public Employees Blanket Bond) do not represent four different bonds each with $1 million of coverage but are different names for one bond with $1 million of coverage. He referred Karen Klapperstuck, Assistant Director, to the Municipal Joint Insurance Fund (JIF) to clarify and confirm the faithful performance bond and its relation to Trustees.

Mr. Stankiewicz also addressed the delay in the 2023 Audit. He is awaiting information from the Monroe Township Chief Financial Officer (CFO) before he can finalize the draft audit. The draft of the 2023 audit has been shared with Leah Wagner, Director and Jennifer Slavicek, bookkeeper. Once the information from the CFO is submitted, the final audit report for 2023 will be issued to the entire Board of Trustees.

MINUTES OF THE JUNE 18, 2024 MEETING

The minutes from the June 18, 2024, meeting were presented.

Prena Shah moved that the minutes of the June 18, 2024 meeting be approved as presented. Bernadette Yannacci seconded. Bob Isaacs abstained. All others in attendance were in favor. The motion passed.

DIRECTOR’S REPORT

Karen Klapperstuck reported on behalf of Leah Wagner.

The lighting component of the Direct Install program was scheduled to begin the week of September 23. However, this portion of the program has now been postponed indefinitely as more information is gathered.

Other facility updates include the paving of part of the Library parking area on Friday, September 6. And the work on the alarm panel has been completed.

Later in the meeting, the Board will discuss the Tuition Reimbursement Policy, which is a revision from the 2008 policy and is being presented by the Board Policy Committee for approval.  It has been reviewed by the committee and the Board Attorney.

The Sewing Machine Lending Program is a new service that will begin in October pending approval by the Board. Pages one and two of the program documents outline the contents of the kits and what is expected of the borrower.  The waiver has been reviewed by the Board Attorney.

Kristen Lloyd who worked at the Welcome Desk resigned this summer and the Library recently hired Katherine Birckmayer to fill the part-time position and started on August 13. The Board will be asked to formalize the hiring under the New Business portion of the meeting.

For many years Jim Meyers has been the only full-time maintenance staff working at the Library.  The evenings and weekends were covered by part-time staff, which allowed for frequent turnover as full-time positions became available in the Department of Public Works. Greg Slavicek, the Director of Public Works, has been able to hire a second full-time maintenance person to cover evenings.  Joseph Nagy, who has been working at the Community Center was hired and his first day was Monday, September 9. The Library will still have one part-time DPW employee covering Sundays and working alongside either Jim Meyers or Joe Nagy on week days.

Leah made note in her report about the 2023 audit draft. Gerald Stankiewicz, the Library auditor, has forwarded a draft of the 2023 audit.  He requested information from the Township Finance Office that will allow him to complete the audit. Leah has also been in contact with the Finance office regarding the Library audit.

The Library received the 2024-25 Township Reimbursement amount in August and the amended 2024 budget is in your packet.  It is significantly higher than past increases at $1,375,495.00. The 2024-25 reimbursement reflects operating and salaries for vehicle maintenance and PERS payments which is the public employees’ retirement system and increases on other lines. Below is the schedule of quarterly payments for the next year:

  • September ‘24 $540,514.75
  • December ‘24 $343,873.75
  • March ‘25 $343,873. 75
  • June ‘25 $343,873.75

Leah and other Library Administrative staff have started work on the 2025 budget and plan of service.

The Library has been interested in joining LiteracyNJ which is a statewide organization that provides training for literacy tutors and provides tutors for those seeking literacy education. The Library has been receiving requests from volunteers to be trained and patrons seeking a tutor. By joining LiteracyNJ at the Level 1 membership for $1500 the Monroe Library will receive a number of member benefits including discounted rates for training staff and Library volunteers and individual small group tutoring for ESL similar to the Library’s previous conversation group.

Recently several staff attended a webinar for LibraryIQ, software provided by the new circulation system Polaris. This program will allow the staff to monitor the collection data, patron data and library use, providing essential information for collection management and library service.

ASSISTANT DIRECTOR’S REPORT

The migration to the new library system was not without its hiccups but everything seems to be working as expected. Our Library staff and all of the staff at the consortium continue to work hard to provide the quality service that our patrons expect.

LMxAC (Libraries of Middlesex Automation Consortium) changed its name to STELLA in June. As more libraries that were not in Middlesex County joined the consortium, it made sense to have a name that more accurately reflected the purpose of the organization. STELLA stands for Sharing & Technology Enhancing Local Library Access.

A number of web-based library services were paused during the migration to the new ILS. The services impacted were the NY Times, Wall Street Journal and Author Alerts. Access to the NYT and WSJ have now been restored. Author Alerts is being reconfigured to connect to the new library system.

The public-facing portion of the new integrated library system is called Vega. There is a module for room reservations and event calendar & registration called Vega Program. A few staff members are working to set up this module for use by our patrons and staff. The first thing we expect to make available to patrons is study room reservations. This will necessitate a few minor changes to the Study Room Policy to reflect the constraints of the new interface. Library staff plan to start using the calendar and event registration portion of the software in 2025.

Karen also noted that she will be sending application information via email to the Exhibits Committee for their review. The display case has a few openings before the committee is due to meet again and there have been a number of submissions that can help close those gaps.

FINANCIAL REPORT

Karen Klapperstuck discussed the financial reports from July, August and September. She noted that the budget line for the Township Reimbursement is over budget due to the increase. The Board will vote on the budget amendment to reflect the increase later in the meeting.

TOWNSHIP COUNCIL REPORT

Marilyn Gonyo reported on items from Mayor Dalina.

The Mayor threw out the first pitch at the Senior Softball Leagues “Pitch for a Cure” event to raise money for prostate cancer awareness, detection & treatment.

Mayors Wellness Meditation event held at library on 8/28 - great turn out!

The Council endorsed the mayor’s resolution regarding his advocacy to the New Jersey State League of Municipalities and New Jersey Legislature to pass legislation permitting municipalities to impose impact fees for increased school costs and infrastructure costs on developers of new residential units.

Great news that Monroe is receiving a 1.45 million dollar grant from the County for expanded recreational facilities at James Monroe Park and the Township also recently received a $10,000 grant for our OEM.

Township employees donated to Arms Wide Open, Childhood Cancer Foundation on behalf of the Volpe family for September’s Childhood Cancer Awareness Month.

FRIENDS OF THE LIBRARY

Marilyn Gonyo gave the Friends of the Library report:

Since it has been a few months that the FOL has had the pleasure of reporting to you, there is much to report, as the Friends have been very busy.

The Friends have had a presence each week at the Farmer’s Market with a table full of books. Though not an “official” sale, there is a donation box very visible, and our neighbors and friends have been very generous.

The Friends purchased the Icicle Tricycle for the Library and at its last meeting and invited Kelly Palombit to present an update on its use, which was extremely positive. Steve Hrubes also was invited to the last meeting to present his Request for Proposal to purchase a Mug Press and Dye Sublimation Printer, which was unanimously approved. The Friends continue to purchase museum passes and coupons for Library patrons.

The Friends are planning for the Membership Tea, which is scheduled for 10/16, as well as the big book sale in December. The Friends hope to see you at these events, as well as at the Farmer’s Market.

MONROE TOWNSHIP SCHOOL ADMINISTRATOR

Dr. Kelly Roselle could not attend the meeting due to a Board of Education Curriculum Committee meeting at the same time. She sent the following updates:

  • Students returned to school on September 5th.
  • Back to school nights are taking place through next week at all schools.
  • Families are encouraged to visit our website and follow our social media pages for important information.
  • The district is working with the library to present an information a session about generative AI (artificial intelligence). This is in the early stages and we will share more information at future meetings.

STUDENT REPRESENTATIVE

Jannat Zaanoun reported that September 4th was the first day of school and today (September 17) is the first day of clubs and extracurriculars. Back to school night at the high school is September 18. The homecoming football game will be on September 27.

September 23 through September 27 is National High School Voter Registration Week.

FOUNDATION

No meeting has been scheduled yet.

UNFINISHED BUSINESS

After the Audit report from Mr. Stankiewicz, the Board voted to accept the 2022 Audit.

Prena Shah made a motion to accept the 2022 Audit. Anne Corey seconded the motion. All were in favor.

NEW BUSINESS

The Board reviewed the amended budget which reflects the increase in the Township Reimbursement.

Anne Corey made a motion to approve the amended budget, which reflects the increase in the Township Reimbursement line from $982,213 to $1,375,495. Bernadette Yannacci seconded the motion all were in favor.

The Board formalized the hiring of Katherine Birckmayer as a part-time Senior Library Assistant at the Welcome Desk.

Marilyn Gonyo made a motion to approve the hiring of Katherine Birckmayer as a part-time Senior Library Assistant at the Welcome Desk. Prena Shah seconded the motion. All were in favor.

The Board agreed to join LiteracyNJ.

Marilyn Gonyo approved the Library joining LiteracyNJ at the membership level 1 at a cost of $1500. Bernadette seconded the motion. All were in favor.

The Board of Trustees looked at the Tuition Reimbursement Policy.

Marilyn Gonyo made a motion on behalf of the Policy Committee to accept the revisions to the Tuition Reimbursement Policy.

There was a discussion about the proposed revisions. There were concerns from the Trustees about using a grade of B or a GPA (grade point average) as well as whether a student could apply for reimbursement before completing the degree program. Suggestions were to clarify language regarding an individual class/course versus the degree program or course of study. The Board will continue the discussion as part of Unfinished Business at the October meeting.

Karen Klapperstuck offered background information about the Sewing Machine Lending Waiver. There have been multiple requests for machines that patrons can borrow since the sewing classes only meet twice per month. The first page is information about the program and the second page is the waiver, which has been reviewed by the Board Attorney. The Trustees had questions about the program and how it would work. No motion was made and the discussion was tabled until the next meeting.

ACTION ON BILLS

Anne Corey moved the payment of the July bills with checks #18933 - 18979 in the amount of $303,631.44 Prena Shah seconded. All were in favor. The motion passed.

Anne Corey moved the payment of the August bills with checks #18989 - 19012 in the amount of $234,690.19. Bernadette Yannacci seconded. All were in favor. The motion passed.

Prena Shah moved the payment of the September bills with checks #19013 - 19035 in the amount of $574,047.37. Bernadette Yannacci seconded. All were in favor. The motion passed.

The next meeting of the Monroe Township Library Board of Trustees is scheduled for Tuesday, October 15 at 6:30 p.m.

The meeting of the Monroe Township Library Board of Trustees was called to order at 6:30 p.m. by Ben Baum, President of the Library Board of Trustees.

STATEMENT OF COMPLIANCE

It was noted that this meeting was in compliance with the Open Public Meetings Act.

MINUTES OF THE MAY 21, 2024 MEETING

The minutes from the May 21, 2024 meeting of the Library Board of Trustees were presented.

Lisa Chen moved that the minutes of the May 21, 2024 meeting be approved as presented. Prena Shah seconded. All were in favor. The motion passed.

DIRECTOR’S REPORT

Due to Leah Wagner’s medical leave, there was no report.

 

ASSISTANT DIRECTOR’S REPORT

UPDATES ON ILS MIGRATION 

The go-live date for the new integrated library system (ILS) was June 13. Staff at the consortium are working hard on resolving any problems.

Migration Statistics:

Over 1 million bibliographic records

Over 3.5 million item records

Over 586,000 patron records

22,000 patron holds

LMxAC has changed their name to STELLA due to the number of libraries now participating that are not located in Middlesex County. STELLA stands for Sharing & Technology Enhancing Local Library Access.

DIRECT INSTALL UPDATE 

The Council approved the Direct Install project at the June 5 Council meeting. The paperwork has been signed and submitted. We do not have any specific timeline. Harold Klein indicated that he expects it to be a 6-week lead time for materials to arrive. 

JOHNSON CONTROLS

The library is required to do a mandatory update of the burglar and fire alarms. The project will be paid for using an existing earmark for Building Improvements in the Improvement Fund. The cost for both upgrades is $27,047.68. The annual service charge for monitoring is expected to increase by approximately $800. The project is not anticipated to be completed until the fall.

35th ANNIVERSARY EVENTS 

The evening event on May 17 featuring the Monroe Township Middle School Jazz Ensemble was a lovely event. Over 100 people attended. Everyone enjoyed the concert as well as pretzels, cupcakes and mocktails. 

The Foundation’s Golf Outing on June 10 was a success! With 44 golfers and approximately 150 in attendance for the luncheon, the weather was perfect. It is always a pleasure to be able to gather with community members and celebrate our Library.

The Library has one new staff member to approve:

TOWNSHIP COUNCIL REPORT

Karen Klapperstuck reported on behalf of Marilyn Gonyo. The Township’s budget was unanimously approved at the last council meeting. There was a slight tax increase, the first time in 4 years. The Township will be celebrating the 4th of July in typical fashion- fireworks in Thompson Park. The Mayor wishes the Library Board to stay cool and enjoy the summer!

FRIENDS OF THE LIBRARY

Francine Kitts reported that Friends Board Member Cathy Colquist and herself met with the President of the Sayreville FOL and two of their board members to exchange ideas. They were taken on a tour of the library and went home with notes and photos. They were very interested in the American Girl Doll Program and thanks to Becky Osowski in Youth Services, they left with all the information they needed.

Friend of the Library, Carol Martin, has graciously purchased a new American Girl Doll to add to the collection. The library now has 10 dolls, each of which can be borrowed for a one-week period. The newest doll is Nanea, who hails from Hawaii. A flyer thanking Carol is on the Friends Bulletin Board.

The Friends are gearing up for the Farmers Market where they will have a table of books and jigsaw puzzles. The Friends ask for donations instead of pricing the items. The community is extremely generous.

The Friends Treasurer, Domenica Pavone, presented the budget for the 2024-2025 fiscal year. It was passed unanimously.

The slate of officers for the July 2024 – June 2026 term have been announced and posted. Voting will take place at the annual meeting on June 25.

MONROE TOWNSHIP SCHOOL ADMINISTRATOR

Kelly Roselle reported that High School Graduation will be on June 21 at the Cure Arena in Trenton. The summer program for students with an IEP will begin on July 8. There will be a PAC Board Meeting at the middle school at 6:15 on July 31. The first day of school for teachers will be September 3 and students will return on September 4.

STUDENT REPRESENTATIVE

Jannat Zaanoun reported that finals will end on June 19.

FOUNDATION

 Karen Klapperstuck reported that the Golf Outing was a success. The Foundation will be scheduling their next meeting.

UNFINISHED BUSINESS

The 2022 audit is complete and was distributed. There were several questions regarding the report. It was decided that the auditor, Gerard Stankiewicz, would be asked to present the report at the September Board Meeting.

Leah Wagner sent a request for proposals for the 2023 audit to four firms. The library received one response from Suplee, Clooney and Company. The engagement letter from Samuel Klein and Company, our current auditor, and from Suplee, Clooney and Company were distributed for review at the meeting. Karen Klapperstuck advised that Samuel Klein and Company had language in their proposal stating the audit would be completed in 60 days if started by June 30. ­­­­­­­­­­­­­­­­­­­­­­­­The cost of the 2023 audit with Samuel Klein and Company was $7,050 and $9,500 ­­­­­­­­­­­with Suplee, Clooney and Company. Ben Baum initiated a vote. Due to cost savings and time restraints the Board voted they would contract with Samuel Klein and Company to perform the 2023 audit. Anne Corey voted no.

NEW BUSINESS

The Board of Trustees discussed the resolution to pay bills in July 2024 and August 2024.

Whereas the Monroe Township Public Library Board of Trustees will not meet in July and August,

Now, therefore, be it resolved that the Monroe Township Public Library Board of Trustees does approve the payment of bills in July 2024 and August 2024.

The resolution was accepted

The Board of Trustees discussed the hire of a new employee.

Karen Klapperstuck informed the Board that Alexcia Carrasquillo would be working part time in the Adult Services Department as a Junior Librarian. Her start date was June 11.  

Bernadette Yannacci moved to approve the hiring of Alexcia Carrasquillo. Lisa Chen seconded the motion. All were in favor. The motion passed.

OTHER BUSINESS

Resident Allan Marain attended the meeting. He expressed to the Board he has been a resident for two years and has a great interest in libraries. He is a member of ALA and if he was not a lawyer he would have been a librarian.

The next meeting of the Monroe Township Library Board of Trustees is scheduled for Tuesday, September 17 at 6:30 p.m.
