TOWNSHIP OF MONROE PLANNING BOARD MINUTES

MINUTES OF REGULAR MEETING

November 30, 2016

Meeting called to order at 7:00 P.M. by Chairman David Rothman who led the salute to the Flag.

 

Chairman David Rothman read the Sunshine Law as follows: In accordance with the Open Public Meetings Act, it is hereby announced and shall be entered into the minutes of this meeting that adequate notice of this meeting has been provided by the following:

MEMBERS PRESENT:      Chairman David Rothman, Vice Chairman Len Levene, Mr. John Riggs, Mr. Andy Paluri, Mrs. Karen Polidoro, Mr. Louis Caron, Mr. Anthony Zarillo, Alternate #1 Mr. Terence Van Dzura, Councilman Michael Leibowitz and Mayor Gerald Tamburro.  Also present for the Board were Attorney Jerome Convery, Planner Mark Remsa, and Engineer Mark Rasimowicz.

 

 

MEMBERS ABSENT:         All present.

           

A motion to approve the September 22, 2016 Minutes made by Mr. Terence Van Dzura and seconded by Mr. Len Levene and passed with Mr. Andy Paluri abstaining.

 

 

A motion to approve reaffirmation for PB-1165-15(Block 49, Lot 12) Hometech Homes, LLCmade by Mr. Anthony Zarillo and seconded by Mr. Andy Paluri and passed unanimously by all members of the Board present.

 

PB-1182-16                          JOHN W. BARON, JR.;REQUEST FOR MINOR SUBDIVISION WITH BULK VARIANCES; BLOCK 102, LOT 11; LOCATED ON HELMETTA ROAD (WITH FRONTAGE ON KATHERINE STREET ALSO), IN THE R-10 ZONE

 

Represented by Mr. Evan Pickus, who stated the applicant is now Evelyn Baron, Executrix on behalf of The Estate of John W. Baron Jr.  We have published and notified the neighbors.  We also requested to buy and or sell the land to the adjoining property owners.  One neighbor did respond, but I will not repeat his exact words, so no offers were received. 

 

Mr. William Scott, Applicant’s Engineer, stated this application is seeking a 2 lot minor subdivision.  Both lots have roadway frontage, one on Katherine Street and the other on Helmetta Road.  There are several bulk variances.  We are requesting a lot area from 10,000 square foot requirement to 9,872 square foot for lot 11.01.  We are requesting lot frontage and width variance for both lots from 100 foot requirement to 77 feet.  We propose dry wells with a drainage easement, to be maintained by owner. There is a “K” turn at the prosed dwelling on Helmetta Road.  We agree to all professional reports. 

 

Mr. Mark Rasimowicz, Board Engineer, has no objections subject to applicant’s compliance with report dated November 18, 2016.

 

Mr. Mark Remsa, Board Planner, has no objections subject to applicant’s compliance with report dated October 20, 2016.

 

Mr. Andy Paluri asked if the drainage calculations were acceptable.  (Yes.)

 

Mr. John Riggs asked if more details will be supplied for the dry wells. (Yes.)

 

Public:

No public wanted to be heard on this application.

 

Motion to approve made by Mr. John Riggsand seconded by Councilman Michael Leibowitz and passed unanimously by all members of the Board present.

DISCUSSION

 

A motion to Recommend Amendments to Land Development Ordinance (Chapter 108) Ordinance No. #0-10-2016-035 and Ordinance No. 0-11-2016-036 to Township Council made by Mr. John Riggs and seconded by Mr. Lou Caron and passed unanimously by all members of the Board present.

 

 

 

A motion to adjournat 8:15 p.m. made by Mr. John Riggsand seconded by Mr. Lou Caron and passed unanimously by all members of the Board present.
